The role
Glyph is building the technical team for an anticipated trade-facilitation and customs-modernization assignment in Tunisia. We are looking for a senior adviser who can bring practical credibility on customs operations, border-process reform, risk management, digital modernization, and implementation.
What you may do
- Advise on customs modernization, border-process redesign, cargo clearance, risk management, and trade-facilitation reform.
- Help diagnose operational bottlenecks and translate findings into practical implementation priorities.
- Contribute to technical design, work planning, stakeholder engagement, and performance measurement.
- Review proposed digital and process reforms for operational feasibility and institutional fit.
- Support discussions with customs, port, private-sector, and other trade stakeholders.
What we are looking for
- Substantial senior-level experience in customs administration, customs modernization, border management, trade facilitation, or closely related work.
- Demonstrated experience implementing reforms rather than only studying them.
- Strong understanding of risk management, clearance processes, single-window or customs-digitalization initiatives, and interagency coordination.
- Experience with international development, U.S. Government, multilateral, or comparable technical-assistance programs is strongly valued.
- Tunisia, North Africa, Middle East, port, or maritime-trade experience is especially useful.
- Strong English analytical and client-facing communication. French and/or Arabic is a plus.
Proposal-stage request
For shortlisted candidates, Glyph may request a current CV, availability, indicative consulting rate, and examples of relevant customs-modernization or trade-facilitation assignments for proposal use.
Important
This is an anticipated, contingent consulting opportunity. Timing, level of effort, and engagement depend on the procurement advancing and on client approval or award.
